One of the Knowledge Adoption Studies (KAS) the PA PIC conducted in its second year was the analysis of administrative and claims data. The PA PIC Director was able to secure this data for a specific county in the state of Pennsylvania. Over 2 million utilization records including administrative and claims data were analyzed for demographic information, average lengths of stay in specific levels of care, and time periods between services. The data contained both mental health and drug and alcohol client services and covered the time period of July 1, 2000 through June 30, 2002 across three payers: Allegheny Drug and Alcohol (ALDA), Base and HealthChoices.
The enhancement of substance abuse treatment encounter data system and the attendant application of a performance monitoring systems will lead to improved quality of substance abuse treatment, greater emphasis on culturally appropriate treatment strategies, and potentially enhanced capacity.
The questions that guided the project and the analyses of the data were:
- How can administrative and claims data be used to understand how addictions treatment is provided?
- What constitutes an episode of care?
- What time gaps exist between levels of care? And;
- What levels of retention exist within levels of care?
