The Pennsylvania Practice Improvement Collaborative (PAPIC) is in the final preparation stages of its first monograph. The content of the monograph was selected from the conference “Substance Abuse Treatment Today: Using Data to Empower the Treatment System” which was hosted by Pennsylvania Practice Improvement Collaborative in Hershey, PA on July 7-9, 2002.

The purpose of both the conference and monograph is to present national efforts by which Medicaid and Clinical Information System data have been or may be utilized to monitor substance abuse service delivery.

The conference presenters were researchers who are leaders in the use of secondary datasets, publishing their work in journals such as the Journal of the American Medical Association (JAMA), and the Journal of Substance Abuse Treatment (JSAT). Several of the presenters described how their work influenced significant policy changes or the maintenance of funding levels during difficult fiscal times.

The monograph includes detailed descriptions of the plenary presentations of Joan Dilonardo, RN, Ph.D. (CSAT), Roy Gabriel, Ph.D. (RMC Research Corporation), Deborah Garnick, ScD. (Brandeis University), Craig Anne Heflinger, Ph.D. (Vanderbilt University), Antoinette Krupski, Ph.D. (Washington State Division of Alcohol and Substance Abuse).

The monograph ends with a description of the conference workshops, and events that followed the conference, which can (in part) be attributed to the increased awareness and knowledge it imparted to its participants.
