SECONDARY DATA CONFERENCE


SUBSTANCE ABUSE TREATMENT TODAY: USING DATA TO EMPOWER THE TREATMENT SYSTEM
  1. INTENDED TARGET AUDIENCE/AREA
    The target area will be the Commonwealth of Pennsylvania. The intended target audience for the conference is as follows:
    • Providers of substance abuse treatment
    • County oversight staff (referred to as Single County Authority (SCA) Directors)
    • Researchers
    • State agency staff responsible for the collection and analysis of the data addressed by the conference, and for the development of policies as a result of the analysis of the data
    • Managed care organization staff (both public and commercial) and oversight entities involved in HealthChoices

  2. THE GOAL OF THE CONFERENCE
    The goal of the conference is to present information to the intended target audience that will result in (1) a valid evaluation, using the targeted data sources, of a substance abuse treatment system, and (2) the effective collaboration of the targeted stakeholders in the development and implementation of this evaluation plan.

  3. WHAT DATA ARE ADDRESSED BY THE CONFERENCE?
    The data that will be addressed by the conference are as follows:
    • Claims data generated from managed care organizations;
    • Data collected, across the state, which characterizes substance abuse treatment received;
    • Other secondary data sources, which could be integrated with the above data sources for the purpose of evaluating service receipt or client outcome.

  4. OBJECTIVES OF CONFERENCE BY TARGET AUDIENCE
    The following are Objectives for the conference by Target Audience:

    • Substance Abuse Treatment Providers
      Increase the knowledge and awareness of providers regarding how data they may be asked to collect are used to evaluate substance abuse treatment services; Increase the ability of providers to become a participating stakeholder in discussions regarding the development of an evaluation plan for substance abuse treatment involving the targeted data sources.

    • County Oversight Entities (i.e., SCAs)
      Increase the knowledge and awareness of county oversight entitles (i.e., SCAs) regarding how data they may be asked to collect (or oversee its collection) may be used to evaluate a substance abuse treatment system; Increase the ability of county oversight entities to become participating stakeholders regarding the development of an evaluation plan for substance abuse treatment involving the targeted data sources.

    • Managed Care Organizations (MCOs)
      Increase the knowledge and awareness of MCOs regarding how claims data (and other data collected by MCOs) may be used to evaluate the substance abuse treatment system their members use; Demonstrate that MCOs use the information presented at the conference or consult with the experts suggested by the conference in analyzing their own claims (or related) data for the purpose of evaluating the substance abuse treatment system their members use.

    • Researchers
      Increase the knowledge and awareness of researchers regarding how the targeted data may be used to evaluate a substance abuse treatment system; Demonstrate that the researchers use the information presented at the conference or consult with the experts suggested by the conference when analyzing the target data.

    • State Agencies
      Increase the knowledge and awareness of state agencies regarding how the targeted data may be used to evaluate a substance abuse treatment system; Demonstrate that the state agencies use the information presented at the conference or consult with the experts suggested by the conference when overseeing the analysis of the target data; Demonstrate that the state agencies were influenced by the conference to include all related stakeholders in designing plans to analyze the target data; Demonstrate that the state agencies developed or are planning some policy changes as a result of the information presented at the conference.
